Personal and political: why cycling and recycling are insufficient

What can I do in response to climate change? As I talk to people about climate and ecology, I get asked this with great frequency, and this is not surprising. Previously, I've tried to put together a bit of a list of suggestions. Yet in replying to such a question, I often point out that "what can I do?" is a secondary question. More important than what I can do is what we can do.

Now of course there are indeed all kinds of things I can do to reduce my contributions to climate-altering emissions: buying less stuff, ditching the car, cutting flying, purchasing renewable energy, eating less meat and dairy and so on (note that recycling or changing lightbulbs, which are the usual answers people want to hear are way down this list, since they are relatively minor compared to some of the things here).

Personal footprint reductions are good, being: (a) simply the right thing to do in a world throwing away its habitable climate; (b) culture-shaping (normalising solar-installation, for instance); (c) economic communication to corporations (though this influence is plutocratic in effect, since it is one dollar one vote); (d) a talking point for persuasion (people ask questions); (e) an actual (albeit tiny) contribution to global emissions reduction; and (f) important for avoiding the all-too-easy charge of hypocrisy (this is one of the most common lazy defeater arguments people use to keep these issues at bay and it's powerful to be able to show how you're shifting your lifestyle).

But personal footprint reductions are secondary. On the timescales we have and with the structure of the problem locating particular power in massive fossil fuel interests to block progress (through corruption/regulative capture of the political authorities), it is critical that responsible action focus on cultural and political action. If we had a century in which to reduce emissions then personal lifestyle changes and a bottom-up cultural change would undoubtedly be the way to go. If we were not facing one of the richest and most powerful industries in history with a track record of shaping the political landscape to suit its agenda, then building a new and better alternative would be relatively straightforward.

Unfortunately, we don't have decades to start reducing emissions. A significant fraction of our emissions today will still be altering the climate in tens of thousands of years and we're already at the point where the observed changes (let alone those in the pipeline due to the temporal lag between emissions and warming) are becoming increasingly dangerous to human and natural systems. Two degrees warming is flirting with disaster; four degrees is a recipe for catastrophe. Our current trajectory is heading for four degrees or more. Every year we delay, the price tag of the necessary emissions reductions jumps by something like US$500 billion.

We're well past the stage where quietly changing a few lightbulbs is going to cut it.

This is one of the reasons why I am excited about the campaign to get individuals and institutions with a social conscience (churches, universities, city governments) to divest from fossil fuels. Divestment is not primarily an economic strategy, since my few dollars will always be dwarfed by the massive sums and inertia associated with business as usual. Divestment is a cultural and political strategy, changing the nature of what is normal and thinkable (i.e. culture) by putting fossil fuels into the same category as other "unthinkable" ways of making money (e.g. asbestos, tobacco, weapons, gambling, etc.), and in doing so, also changing the way that the political winds are blowing, repositioning the fossil fuel lobby to be as politically toxic (or more) than, say, the tobacco lobby. When politicians are embarrassed to be seen publicly with the fossil fuel lobby, we're winning; when they know they have to stop receiving all donations from them due to the political costs involved, then we've won.

At least round one.

Tropical fish in Tasmania, and other stories

Australian waters: Climate change is measurably affecting marine ecosystems in Australian waters, including tropical fish being seen near Tasmania.

Ocean health index: The health of the global oceans has been rated, and given a 60/100. That's (still) a pass, but not very impressive, and most of the indicators are heading south. I'm not persuaded by every aspect of this study (the tourism section, for instance, just seems daft), but mainly it is about trying to set a baseline against which future ocean health can be measured. So the absolute score is probably less important than whether it rises or falls in future.

Carbon and farming: Australian farmers leading the way? I admit I still don't have much of a handle on the details of agricultural practices and carbon sequestration. Yet my impression is that it can only ever be a sideshow, since any carbon sequestered remains in the active carbon cycle, albeit in a phase of slightly reduced activity when compared with the carbon in the upper oceans and atmosphere. Whatever the place of agricultural practices, the centrepiece of any carbon strategy has to be leaving the vast majority of fossil hydrocarbons buried deep underground. This is the only place where excess carbon can be safely stored more or less permanently.

Food crisis: Letter from Jeremy Grantham, a fund manager with his finger on the pulse of where the real threats to the global system lie. Hint: they converge in the stomach.

Flooding: 750 million to be vulnerable to flooding by 2025 in rapidly developing Asian cities, according to the Asian Development Bank.

Hot water: Thermal power stations need cooling water to operate, yet they return that water to its source at a higher temperature than they take it. This means that when rivers and lakes get too warm for marine creatures to live, plant operators and regulators face a choice between power cuts and dead fish (and potentially ruined ecosystems). Even plants using ocean water are not immune. This is a growing problem in a warming world. Solutions include moving away from thermal power plants (thermal plants are those that rely on a source of energy being used to boil water in order to drive turbines and so include coal, gas, oil, nuclear and solar thermal) or building air cooling towers so that the heated water is not returned to the waterway.

Overfishing: Plenty more fish in the sea? The NEF has calculated that the UK has just exhausted the annual productivity of its domestic fisheries and effectively relies on imports of cod and haddock for the rest of the year...

Guilty vs guilt: the path to liberty is honesty

Do you feel guilty about the effect your actions are having on the planet? Are you in fact guilty of having mistreated the community of creation to which we all belong?

There are two meanings to the term "guilt" and its cognates. The first is objective guilt, the state of having committed an offence. The second is the subjective feeling of regret, remorse and unease over the perception of having done wrong. The two do not necessarily go together. It is quite possible to feel guilty (subjective) without actually having committed any wrongdoing (objective). Conversely, it is also possible to commit an offence and so bear objective guilt without any corresponding subjective feeling of guilt, due to some combination of ignorance, insensitivity, acculturation and denial.

An interesting new poll reports that when 17,000 people across 17 countries were surveyed regarding both their subjective feelings of eco-guilt and their objective ecological impact, there was a strong negative correlation between the two. Those doing most to mess the place up feel least angst about it. Those most ridden by guilty feelings are objectively least to blame.


I have argued previously that a Christian response to feelings of eco-guilt can avoid legalism and self-righteousness through a proper focus on the liberating good news of Jesus (and I also discussed eco-guilt in these three posts). Yet while we do not need to be paralysed in self-accusation (or distracted by self-righteous condemnation of others), some brutal honesty about our contribution to planetary failure is essential. The Christian response to feelings of guilt is neither wallowing nor suppression, but sober judgement concerning the cause of the guilt: am I objectively guilty? And if so, then there is but a single Christian response: repentance.

And so let us face up to the fact that if the average lifestyle of a citizen of the developed world were to be shared with the rest of the world, we would need something like three planets. Our consumption of finite resources, our apathy towards the origin and destination of our goods, our acquiescence in the face of a political and economic system that behaves like a tumour cell, our wilful blindness to the cumulative consequences of our quotidian choices, our unwillingness to look beyond the next pay-check or election cycle, our insensitivity to the present and future suffering and destruction required for our luxuries: let us be honest with ourselves. Where we remain ignorant, let us discover what is the case, what is the true cost of our "cheap" consumption. Only the truth will set us free: the messy, complex and sometimes brutal truth about ourselves; the surprising, simple and energising truth about God's abundant graciousness towards us in Christ.

"Fear! The crack that might flood your brain with light!"

"I want to talk to you about fear. I want to do so because, in my view, the most important issue we face is how we respond to this question. The crisis is now inevitable. The issue is how will we react? [...] We should feel a bit of fear. We are in danger, all of us. [...] Yes, things will get ugly and it will happen soon, certainly in our lifetime."
Paul Gilding has written a book called The Great Disruption. Sounds like I need to read it. He also blogs at the Cockatoo Chronicles and his latest post reflects upon his experience of speaking at TED, bringing a dark message amongst one of the bastions of bright green thinking (which he calls "techno-optimism").

Gilding's examples of humanity's ability to respond well to crises - Pearl Harbor, a life-threatening diagnosis, threat of bankruptcy - all point to what is perhaps our greatest asset at this moment, namely, our freedom to repent. Even at this late hour, it is possible to change course. This may not keep us alive, it may not preserve our way of life, indeed, it may involve further destabilisation of the status quo in the realisation that the status quo is inherently unstable and destructive. But it is our chance to wake up and grow up. Let us take it.

Twelve days of carbon Christmas

A very large part of our ecological impact is hidden in the stuff that we buy. We often overlook the resources required to produce our consumer goods. For instance, some people obsess over personal water use and are proud that they now turn the tap off while brushing their teeth (a no-brainer), saving a handful of litres each time, but ignore the hundreds of litres required to produce the dairy and meat products they consumed before brushing.

Now that Advent has begun, it may be fruitful to consider the ecological impact of our Christmas shopping. This infographic (click to see at a more readable size or go here) lists twelve kinds of presents which each involve about 50kg of carbon dioxide emissions (or equivalent) in their production. Some may surprise you (for instance the ecological impacts of gold mining are shocking, and carbon is not the worst of it. I am seriously reconsidering whether gold rings are a wise symbol of fidelity). For reference, the average annual Australian, Canadian or US per capita footprint is something like 18-25 tonnes of carbon dioxide (or equivalent), depending how you calculate it. The UK average is approximately 8-14 tonnes. The global average is around 5 tonnes. To minimise very serious climate consequences (which mean social, economic and political consequences), we probably need to be more like 1-2 tonnes each, so a 50 kg gift would represent up to 1/20th of one's total annual carbon budget.

Seven billion: too much of a good thing?


According to the best available estimates, the global human population reached seven billion individuals last Monday (give or take a few months) and continues to rise by about 10,000 each hour. We took all of human history to reach one billion around 1800. We then took a leisurely 120 odd years to reach two billion in about 1923. The third billion came in 1959 after 46 years; the fourth in 1974 after 15; the fifth in 1987 after 13 and the sixth in 1999 after 12. Since we've just taken another twelve to rise to seven billion, it may appear that human population is growing faster than ever before in history. In absolute terms, it is. The cause is not rising fertility but declining mortality. We are living longer and more are surviving childhood to raise children of their own. Yet in relative terms, we have passed our peak growth back in the 1970s. The annual rate of growth has been slowing since then as fertility rates are plummeting. Sixty years ago the average adult female gave birth to six children, now it is only two and a half. Yet sixty years ago the global average life expectancy was 48, now it is about 68, with infant mortality having declined by two thirds.

Longer, healthier lives; fewer tragic losses for parents; smaller families (largely reflecting more educated and affluent women, greater social security for the elderly and less manual labour): these are all good things. More human beings created in the image of God, more neighbours to love, more brothers and sisters for whom Christ died. This is a thing of wonder.

And yet, seven billion of us live on a single planet, with a single atmosphere, single ocean, and finite land area with limited supplies of fresh water, fertile soil and biodiverse ecosystem. Is it possible that we have too much of a good thing? For some people, this issue is "the elephant in the room" of ecological discussions (for some reason, this seems to nearly always be the phrase that is used). More mouths to feed means more food, means more land devoted to agriculture, means more forests cleared, more fertilisers disrupting the nitrogen cycle, more stress on water supplies, more trawlers scraping the bottom of the oceanic barrel, more rubbish, more carbon into the atmosphere and more demand on finite resources. We are invited to conduct a thought experiment in which every square metre of the surface of the planet contains a human: a ridiculous impossibility. So at what point do we reach too much of the wonderful thing known as homo sapiens? We love water, but too much is a destructive flood. Have we, in our enormously successful filling of the earth, now become a human inundation?

Such questions are always controversial, not least amongst Christians who (rightly) cherish children as gifts from a loving Father. But raising such questions in a simplistic manner can actually serve a dangerous hidden agenda. When you start crunching the numbers, the key figure in ecological degradation is not seven billion, since seven billion are not created equal (at least in terms of ecological impact). A single affluent Australian may have a total destructive impact on the planet that is more than one hundred or even a thousand times greater than a typical rural African. Taking carbon footprints as an example, the average US baby will be responsible for more carbon emissions in their first year of life than an average Ethiopian in their entire lifetime. The Bangladeshi with ten children may still have a far smaller drain on the planet's resources than a childless European businessman. And so, if we only look at population and ignore consumption, then the problem becomes Africa, where birth rates are highest.

Yet Africa contributes a relatively tiny share of the total demand on the earth's systems. In absolute terms and especially per capita, the developed world still bears the lion's share. Again, to pick a single statistic (which turns out to be reasonably representative of other metrics): globally, the wealthiest 11% contribute 50% of the world's carbon dioxide emissions while the poorest 50% contribute 11% (a surprising, but very memorable symmetry).

Therefore, the first issue is and must remain consumption, consumption, consumption, consumption, consumption. Or as Monbiot puts it, it's not sex, it's money. Too narrow a focus on population enables those of us who are wealthy to ignore the very real threat our lifestyles and economic system are to the planet and all its inhabitants. In some cases, a population obsession may even be a mask for xenophobic anti-immigration sentiments that have little to do with ecological concerns.

The much-feared "population bomb" is already being de-fused. As mentioned above, fertility rates have fallen rapidly across much of the globe to levels now only just above replacement (2.5 children per women; replacement is considered to be 2.1). While each billion has taken fewer years to add than the last, the rate of growth has been in decline for about four decades and the ongoing growth is largely the result of so many young people being born in the last few decades, giving the system a certain momentum. Where we end up is currently estimated to be around ten billion (give or take a billion or two, largely depending on how quickly African women receive access to adequate education and healthcare). As countries develop out of absolute poverty, first death rates decline, then birth rates, until population levels stabilise. This has been (or is currently) the experience of every nation thus far and is known as the "benign demographic transition". The demographic transition refers to the shift from high mortality and high fertility to low mortality and low fertility. It is labelled benign because it means that human populations will not continue expanding exponentially like bacteria in a petri dish (another image much loved by certain demographic doomers).

What is less often noted is that the benign demographic transition assumes that the nations currently still experiencing high fertility rates will see them decline as their affluence increases. Thus, we avoid a population explosion though a consumption explosion. The benign demographic transition may not be so benign after all if the model of development used to bring it about assumes that everyone ought to be living like us.

I do think that "the more the merrier" is true, yet on a finite planet, I believe it most prudent to pursue this diachronically, not synchronically. That is, the way to welcome the most humans onto the planet is probably not to try to do so all at once, lest we exacerbate the damage we are presently doing to the globe's carrying capacity and so reduce the possibilities of future generations. In considering this damage, population is a secondary issue, yet it is an issue nonetheless. Since we still walk a path of high consumption and great inequality (and are likely to continue to do so for the foreseeable future) then efforts to slow population growth sooner rather than later are one way of reducing the damage being done to the planetary conditions necessary for human flourishing. Of course, these efforts must remain subordinated to tackling over-consumption (which is the primary issue) and never be allowed to become an excuse to shift our own weighty responsibilities onto the poor.

Ultimately, it is possible to live a flourishing life not mired in stupid poverty without it costing the earth. A good life need not be a life of high consumption. The other alternatives are to abandon any notion of justice and expect the poor to stay poor, to institute draconian population controls or to abandon any attempt to pass on an earth anything like the present one to our children. Very significantly lower per capita consumption in the rich world is the only path that enables the simultaneous pursuit of both ecological responsibility and social justice for those living in absolute poverty in a world of seven billion and rising. Fortunately, it is also the path to greater joy.

Worship of a pedestrian god: seven reasons to ditch the car

Perhaps the most memorable phrase in the quirky maritime novel The Life of Pi is when the eponymous narrator observes that Christians worship "a pedestrian god". Jesus, God amongst us, lived his entire life within the ambit of distances capable of perambulation, travelling at speeds commensurate with his gait, and never learned how to reverse park. Of course, with cars not being invented for another nineteen hundred years, it would be odd to draw a preference for pedestrianism from Jesus' example, yet he nonetheless demonstrates that a blessed and god-honouring human life can be lived on two feet (and perhaps the occasional donkey or boat). Humans are made from the dust (even the word human is etymologically related to humus, i.e. soil, a pun that also works in Hebrew), and part of humility (another related word) is to stay in touch with the ground. Perhaps if our habitual mode of transport makes us forget that we are bipedal, we may be tempted to arrogant flights of fancy concerning our fitting location.

We have become accustomed to the convenience and ease of traversing great distances with relatively little effort or cost in a tonne of steel moving with as much momentum as a speeding bullet (and capable of similar damage upon impact with a body of flesh). This hyper-mobility affects our perceptions of distance, our assumptions about location and our expectations of what is and ought to be possible. We generally deem it of little import that we live many days walk from our place of employment and feel no strangeness at the great distances travelled by the food on our plate prior to its final brief journey down our oesophagus.

Cars make us feel powerful; it is no accident that certain versions of masculinity in our culture have idolised these machines. Car ownership becomes status symbol, rite of passage and - in a contemporary landscape designed for drivers - right of passage, since there often is no other practical way to get between locations. This power to pick a destination and arrive at great speed is a powerful symbol of autonomy, of individual freedom. And so the odd thing about those who are so proud to declare that they stand on their own two feet is that these days they so rarely do so. Individualism has for the last few decades found perhaps its most powerful symbol in the private automobile (hidden from view are the myriad social relations embodied in our complex system of mechanised transport).

Like most of those around me, I got my license when I was sixteen, which means I've been a driver for longer than not. Yet I have never owned a car. Over the years, I've had various cars on loan for a couple of days or a couple of months (in one case, a couple of years). But since getting married, we have chosen to live in walkable urban areas with decent public transport. We currently live 193 steps from my workplace and within a couple of hundred metres of dozens of bus routes.

My adult life has almost exclusively been lived in an urban context. Outside of well-designed (which often means pre-20thC) urban spaces, the tyranny of the automobile is woven into the fabric of most suburban and rural life.

I am not saying that all cars are evil or that there is no place for advanced technology in travel. Nor is the combustion of fossil fuels in itself wrong. But with the level of car use in our society, we are like twenty-drink drunks about to pass out in the gutter trying to defend the goodness of alcohol. Wholesale rejection of useful technologies is not currently our temptation. And there is plenty of room for smarter and more responsible use of the technology we already have.

Since I promised in the title, let me conclude this slightly aimless reflective ramble with seven reasons to ditch your car (or at least consider using it less):

1. Doing so in many cases will save money. For instance, see this account of living without a car in Edinburgh, which has a great deal of resonance for us; it is one of the many reasons we love this city. Cars bring expenses at every point: purchase, petrol, insurance, registration, parking. Of course there are costs associated with other kinds of transport, but have you tried doing the sums? Both our apartments in Sydney had a secure parking space that we were able to rent out, which came in handy. If you are someone who begrudges the taxwoman her pound of flesh, then carlessness will also mean you can avoid a range of taxes, fees and tolls.

2. Leaving footprints cuts your carbon footprint. For many people, a car represents a significant slice of your carbon pie. Not just the petrol exploding in the engine and sending out its fumes, but the embodied emissions released during construction. The various metals and plastics and other materials that comprise a car take a lot of energy. For more efficient cars, this can be up to half the overall carbon emissions associated with the vehicle (and so, it is often better from a carbon perspective to run an old bomb into the ground rather than continually upgrading to slightly more efficient models).

3. Becoming less reliant on a car is good preparation for peak oil. Not driving saves a little petrol, delaying (very slightly) the peak and, more importantly, doing so is a good way of weaning yourself off relying on cheap petrol, which won't be around forever. Such behaviour also sends a message to politicians and policy makers that walkable public spaces and good public transport are desirable and desired. Poor town planning has a lot to answer for as we have invested trillions and trillions in infrastructure based on cheap petrol. But the good news is that it can also make a very significant contribution to a better world. Well-designed walkable urban spaces are safer, cleaner, more enjoyable and can foster stronger communities.

4. Walking is considerably healthier than sitting on your backside pumping the accelerator, even when you factor in the extra calories you burn during road rage. I discussed this at greater length back here in relation to this fascinating little book.

5. More drivers means more cars means less appealing footpaths and a greater perception of danger to pedestrians. Driving can thus become a self-perpetuating cycle where walking (or riding a bicycle) becomes less desirable the fewer pedestrians (or cyclists) there are. Choosing to break this cycle will make it that little bit easier for others.

6. Walking is wearing on the sole, but good for the soul. It slows us down a little, and makes us less ambitious about how much we try to get done. There is more opportunity to smell the roses, or sit on doorsteps, which is what our daughter currently loves doing while we're out walking. It is not that she is tired; she just likes to stop and take in the view. While walking, there is more chance of interacting with those who share your space, more opportunities to notice your environment (which can be dangerous if done too enthusiastically while driving).

7. If walking was good enough for Jesus, it's good enough for me.

Ecological legalism and Christian freedom

Some questions: What is your carbon footprint? How does it compare to the global average? To the global required average? And what are you doing to reduce it?

Dig beneath the surface of ecological issues and for many people, apart from fear, the second most significant factor driving our responses is guilt. So much of the discourse around ecological responsibility has the feel of a new legalism, a set of norms available to external quantification and verification that can at best provide useful guidance and at worst either crush motivation or provide an open door to self-righteous superiority (depending on the size of one's footprint). Indeed, the whole concept of an ecological or carbon footprint is ripe for interpersonal comparison and when linked to moral judgements of the necessity of reducing it, the full range of contemporary ecological psychoses becomes manifest: holier-than-thou accusation, desperate performance, pious self-denigration, tokenistic conformity, resentful rejection, weary indifference, paralysing despair.

If we are nonetheless to take our ecological concerns seriously (as the scriptures, reason and a passing familiarity with our present condition suggest), then do we have to live with such legalism? Of course not.

Basically, we need a way to talk about the good life to which Christ calls us that speaks in the tones of grace not law (apart from the law of love). This good life may well often look like taking up a cross and denying myself, but I walk it in hope and faith that the path of love is ultimately the path of life, even if I have to wait for God to raise the dead to see it.

We are set free by Christ to live as servants of God and neighbour. This is the only path to life, and at times it can feel narrow, and yet the content is actually quite flexible. Andrew Cameron speaks of the ethical life as being like a river - there is a strong current in one direction (love), but within that, there is water moving in all kinds of ways, at different speeds and so on. Yet there are still river banks. This is his attempt to speak of how the scriptures can be quite specific in their prohibitions ("do not lie"), but general in their exhortations ("love your neighbour").

The question for us as Christians seeking to follow Christ amidst a world of ecological degradation is therefore: what is the space of Christian ecological freedom? Where are there hard lines that we ought not cross? And, much more importantly, how do we talk about (and live) the strong current of love? Complicating matters is the fact that many aspects of our ecological crises are cumulative, involving too much of an otherwise good thing, rather than the commission of acts that are in themselves always wrong. In this way, I think that ecological irresponsibility has a somewhat similar structure to drunkenness, or gluttony. I may know that once I have had ten drinks, then I am in disobedience to the warnings of scripture against inebriation, but there is not necessarily a line we can draw in the sand and say that up to this many drinks is I am simply enjoying the fruit of the vine. Perhaps legal blood alcohol limits for driving might give us a ballpark estimate, and perhaps contraction and convergence models of carbon reductions (applied on a per capita basis for our nation) might give us a ballpark estimate for our the path of our personal carbon footprint goals, but the law of the land is always going to be both too precise and too blunt an instrument for forming the mind of Christ within us.

If our goal is defined too narrowly in terms of certain emissions levels or atmospheric concentrations or personal footprints, then the complex world of goods and the discernment required to navigate it can become oversimplified. Even amidst the grave perils we face, Christian obedience is a path of freedom and joy, of trusting the goodness of God under the weight of a cross, of dying to self and receiving new life being granted as a gift.

Some better questions: How does new life in Christ lead into delightedly sharing my neighbour's burdens? In what ways are my neighbours threatened by ecological degradation? Which parts of my life and the life of my community contribute to this path of destruction? How can I discover new patterns of thankfulness, contentment and engagement to express the abiding peace I have received from Christ and the deep concern for my neighbour this grants me?

Is growth good? Australia needs more economic growth like a kick in the head.

The pursuit of ever more goods and services is not delivering what most people want, but their opposite. Rather than meaningful work and rest amongst genuine communities in tune with healthy natural environments, we are overworked (or unemployed), families and communities are fragmented and we are living well beyond our ecological means.

Many studies have shown that once a basic standard of material well-being has been achieved, further increases in consumption levels do not correlate with higher levels of reported happiness, health or mental well-being. Instead, we are fatter, more stressed and more depressed than previous generations. And worst of all, we are squandering our inherited ecological wealth at an alarming rate. Our average ecological footprint (the third largest in the OECD) means that were everyone to live like us, we would require four Earths. Australia has the highest percentage of threatened vertebrates and plant species in the world. Our carbon footprint is the highest in the OECD, despite possibly being the developed country most directly threatened by climate change.

The ongoing quest for growth all else is killing us, since growth without reference to its context is cancer.

So am I then a cheerleader for what economists quaintly call "de-growth" (i.e. recession), or am I perhaps advocating the dramatic overthrow of the present order? Both are too simplistic. It is possible to argue that creative, practical reforms are possible (and necessary). Things don't have to be this way and the alternatives don't have to involve living in caves or blood on the streets (though these could be some of the ultimate results of business as usual).

The Australian Conservation Foundation has recently released a very interesting 40-page report called Better Than Growth, which lays out three problems with our obsession over GDP growth and suggests eight areas in which a re-conceived better-than-growth economy would be an improvement over current assumptions and practices. Each of the eight areas receives a brief chapter suggesting creative changes to Australia's economic system. Here is the outline:
1. Better progress: improving quality of life, not quantity of wealth
Emphasising measurements of social and individual wellbeing, and ecological health, will give us better results than focusing on narrow economic measurements such as GDP.

2. Better work: balancing paid and non-paid work, family and leisure time
While some australians are unemployed, many more are overemployed. We’d be better off reducing average working hours and increasing time available for leisure, family, community and our democracy.

3. Better production: making cradle-to-cradle manufacturing a reality
Rather than producing disposable goods that are destined for the tip, we should reorient design and manufacturing toward completely reusable products.

4. Better consumption: stepping off the consumer treadmill
Overconsumption is at the root of many social and environmental challenges. Government can support people to become smart consumers; to consume less and consume smarter.

5. Better markets: aligning prices with social and environmental impacts
Ensuring that the full environmental and social costs are included in the price tag of goods and services will stimulate a cleaner economy.

6. Better business: matching private incentives with long-term public goals
Businesses that focus too much on short-term profits are unlikely to be part of a long-term transition to a more sustainable economy. Supporting non-profit business models and ensuring that executive compensation rewards long-term performance are needed.

7. Better taxation: rewarding work, not waste
Shifting taxes away from productive activity such as income generation and towards pollution and resource use would create jobs while improving environmental performance throughout the economy.

8. Better regulation: fixing cost-beneft analysis
Much government analysis depends on cost-benefit calculations which are based on faulty assumptions and exclude the full value of the natural environment. We should insist that cost-benefit analysis include all aspects of wellbeing.
Fortunately, many of the solutions are staring us in the face. As William Gibson said, “The future is here, it’s just not widely distributed yet." In each of this report’s sections, we outline some of the best thinking from around the world on what is needed to transform to a better-than-growth economy. All of these ideas and specific policy recommendations are already being implemented or seriously considered somewhere around the globe.

This is a finite planet with a finite resource base

William Rees was the co-founder of the ecological footprint concept. This video puts together excerpts from three of his talks and an interview. The concept of an measuring one's ecological footprint in hectares required to sustain my lifestyle is not an exhaustive metric as it doesn't take all factors into account, but it is still a useful shorthand measure that highlights in a single figure how far our lives are above the carrying capacity of the planet, that is, the degree to which we are stealing such capacity from the poor and from future generations.

"There is no way around this. Any politician who says to you 'there is no conflict between the growth of the economy and maintaining the quality of the natural environment' doesn't know what he or she is talking about. Historically, it has always been this way. The more humans take, the less remains for non-human species."

Beyond GDP: policy by numbers

David Cameron has announced that he wants UK policy to be directed more by a measure of its citizens' general well-being than national GDP alone.

This is an important development.

The problems with basing government policy on GDP (as most nations do) are manifold. A war, an increase in the divorce rate or a natural disaster can each increase GDP, illustrating the fact that human economic activity is not identical with human flourishing. Of course, there is a basic level of material well-being required for a good life: nourishing and reliable food, safe water, shelter from the elements, somewhere comfortable to sleep, access to human relationships and perhaps a few other things (a dram of whisky from time to time, perhaps). But the bigger picture on which we base our social policy has to be bigger than just GDP. Yet in our obsession with measurement, we end up measuring GDP because it is so easily measured.

What can be counted, counts. That is at the heart of why GDP sends us up the wrong policy paths. Measuring what is easily measurable, we find we end up prioritising quantity over quality. The economy may be growing, but are our lives any better as a result?

There are various attempts at alternative indices. The UN supports the Human Development Index (HDI), a measure that relates per capita GDP to both life expectancy and education in order to suggest a more rounded picture of flourishing. This has the advantage of being still quite measureable, but still has GDP has a very significant component of the index, despite the fact that numerous studies (as well as traditional wisdom from many cultures) point out that beyond a certain level of material well-being, the benefits of extra personal wealth suffer from rapidly diminishing marginal returns. It also lacks any account of the ecological cost of the development in question, which could be (and often is) being gained at the expense of future generations.

Another measure is the Happy Planet Index (HPI), which focuses on the relation of life expectancy, subjective level of well-being and ecological footprint, thus claiming to measure how efficiently human well-being is delivered per unit of ecological impact. This approach gives a very different list of national rankings to the HDI (for instance, the USA comes 114th out of 143 countries studied, between Madagascar and Nigeria). Including ecological footprint sinks pretty much all the "developed" countries. For comparison, here are recent rankings of GDP per capita and here are recent HDI rankings.

Yet relying so heavily on self-reported levels of satisfaction (while trendy) has its drawbacks, as can be noted via the observation that the inhabitants of Huxley's Brave New World would have scored off the charts, and from counting the suspicious number of totalitarian, autocratic, repressive and/or highly corrupt societies that make it into the HPI top twenty.

And so while I am actually a big supporter of moving away from GDP-obsessed policies, I am ambivalent about the apparent necessity of replacing it with another number. Measurements are not irrelevant, and evidence-based policy making is a step forward in many areas. If we must have metrics, by all means let us develop better ones than GDP. But let the numbers be our servants, not our masters, since so much that is of the highest importance in the life of a society cannot easily be measured in numbers. Quality is not always reducible into quantities.

What shall we do? Twelve responses to converging crises

Responding to contemporary converging crises
Human society faces a series of converging crises in our economy, energy and ecology. It is very difficult to know exactly how these will interact and pan out. The depth and breadth of the problems can be overwhelming. Recently, a Christian friend asked me for personal advice as to what he can and should do to take these matters seriously. I made the following suggestions (what have I missed? Or how would you improve this list?):

1. Give thanks for the good world. There is so much going wrong with the world and yet it remains a good gift of the Creator. It is right to grieve, but a healthy grief requires the nurturing of our wonder and appreciation for the goodness of the creation that our actions are degrading.

2. Repent of the patterns of consumption and acquisition that lie behind so much of our destructiveness. Billions are spent every year in a largely successful effort to corrupt our desires, convincing us to covet the cornucopia of stuff that pours out of the world's factories. Learning contentment is at the heart of a good response, since it frees us from feeling the need to protect our toys or way of life and so enables us to focus on what is important and worth preserving (the glory of God, the welfare of our neighbour, communities of trust, the richness of God's creation, and so on). This may not end up "saving civilisation", but it helps us keep our heads when all around us are losing theirs.

3. Stay rooted in the gospel of grace, hope, peace and joy that celebrates Christ's death and resurrection so that you are free to grieve, yearn, groan and lament, that is, to pray. The temptation is to look away or harden our heart to the damage and the danger because it hurts too much.

4. Reject false hopes. We are not going to make it out of this place alive, either personally or as a society. The goal is not to secure immortality, but to love, trust and hope. Society is likely to change significantly or even radically during our lifetimes. The myths of endless growth, progress and individualism are likely to be unmasked for the illusions that they are (though this will be resisted because people hate to lose their dreams, far less to admit that their dreams were actually a nightmare). New illusions are likely to replace them. Survival is not your highest goal. Self-protection is a secondary consideration.

5. Assess your life and habitual patterns to see where your ecological footprint can be significantly reduced: eating less meat, flying less frequently or not at all, driving less or not at all, switching to a renewable energy provider, investing in insulation and local power generation, avoiding all unnecessary purchases and buying responsibly (e.g. food that hasn't been strip mining the soil, local products, durable products, and so on).

6. Invest in communities of trust. If and when things get difficult or there are significant disruptions to "normal", then people tend to distrust strangers, but to keep their friends closer. Get to know your neighbours and people in your local community. Strengthen your ties to a local church.

7. Engage organisations seeking to transition to a more resilient and less destructive society (such as the Transition Network, concerning which I'll have more to say soon).

8. Get out of debt, as far as possible. Debt is a bet that the future is going to be more prosperous than the present so that I can incur debt now and will have plenty to pay it off later. This assumption is becoming increasingly dangerous. Owe nothing to anyone except to love one another (Romans 12.8).

9. Petition governments and corporations as citizens, not simply consumers. The roots of our problems are far larger and more systemic than consumer choice or personal greed. Structural changes are required to reduce the damage we are doing. Here is a good example of a letter to banks that briefly makes the case for disinvestment in fossil fuel projects on both ethical and business grounds. Such engagement may begin with petitions or letters, but it certainly needn't end there. Civil disobedience has a noble history in reforming unjust laws and practices.

10. Learn to garden or some other useful skill that you can share with others and which keeps you grounded in the material basis of our existence.

11. Keep learning more about the world and its problems and opportunities. We live in a novel period historically and we currently have the benefit of a large and growing body of research into these matters. Having some idea of the major threats and what they might mean for you, your community, your society and the world helps to orient your practical reason and will make you a more responsible citizen and neighbour.

12. Proclaim the good news, using every means you have, that Jesus is the true and living way, the dawn from on high that has broken upon us who live under the shadow of death and ecological disruption, and which guides our feet in the way of peace.
