Ethics of emissions trading

This neatly summarises one of my concerns with emissions trading schemes. The question of the relative social good associated with a particular set of emissions is assumed to be answered through a direct equation with the economic cost of that good. If a stag party for a rich Londoner costs as much as heating the home of an elderly Polish couple, then these social goods are deemed equivalent, despite the fact that one is a luxury while the other may well be a necessity under certain circumstances. In some ways, it is a similar issue to the globalisation of the food market. If there are wealthy people willing to pay for a luxury cash crop on another continent, this is taken as justifying the eradication of local food autonomy in a developing country.

But not all goods are commensurate on a common scale. It is not possible to put a price on everything. The logic of the market is not universally applicable.

Don't breathe too deeply, and other stories

Air pollution: 97% of EU citizens are exposed to levels of tropospheric ozone above WHO recommended limits. "On average, air pollution is cutting human lives [in Europe] by roughly eight months and by about two years in the worst affected regions". The situation is considerably worse in many parts of the world. The true cost of the public health burden on respiratory function of burning coal in China, for instance, is perhaps as high as 7% of annual GDP, even before climate costs are considered. A 2011 study of the external costs of coal in the US (excluding climate costs) found an annual price tag between 1/3 and 1/2 a trillion dollars.

Climate change is here: Climate change is already contributing to the deaths of nearly 400,000 people a year and costing the world more than $1.2 trillion, wiping 1.6% annually from global GDP, according to a new study. The impacts are being felt most keenly in developing countries, according to the research, where damage to agricultural production from extreme weather linked to climate change is contributing to deaths from malnutrition, poverty and their associated diseases. Air pollution caused by the use of fossil fuels is also separately contributing to the deaths of at least 4.5m people a year, the report found. That means failing to tackle a fossil fuel based economy will contribute to something like 100 million deaths by the end of next decade.

Warming oceans: warming and acidification will cut the productivity of fisheries in many countries. "About 1 billion people depend on seafood as their main source of protein. But some of those countries most dependent on fishing are expected to lose up to 40% of their fish catch by the middle of the century." Hardest hit will be the Persian Gulf, Libya, and Pakistan. Of course, this is just from carbon-related changes and does not take into account patterns of overfishing, invasive species, pollution, eutrophification, stratification, shifting currents or habitat loss from coral reef degradation. And even the size of fish will shrink in warmer oceans.

Dying trees: Who will speak for the trees? Trees are dying by the millions all around the world due to a wide range of factors. Not just deforestation - which, though it has slowed down a little in Brazil, still continues with increasing rapidity elsewhere - but also due to ground level ozone pollution, infectious diseases (a third of all UK trees face wipeout from a new fungal threat that is expected to wipe out over 90% of Danish Ash trees) and a variety of threats associated with climate change, such as heat stress, invasive species (pine bark beetle) and droughts. For instance, last year's drought in Texas killed over three hundred million trees (or about 6% of all its trees). Heat stress has been linked to widespread tree mortality in scores of studies over the last few years.

Killer cats: How much do cats actually kill? The Oatmeal summarises some recent research. There are hundreds of millions of domestic cats around the world, and tens or hundreds of millions of feral cats. They are taking a big toll on small wildlife.

Australian coal: Australia's carbon price, far from signalling the "death of the coal industry" as claimed repeatedly by the Opposition, has apparently done little to dent the explosive growth of coal exploration in the country. Australia is the world's largest exporter of coal, fifth largest extractor of fossil hydrocarbons globally and has the highest per capita domestic carbon emissions in the OECD. Despite setting very modest carbon reduction targets in recent legislation, both government and industry are planning on a doubling of coal exports in the coming decade, representing emissions many times greater than Australia's tiny domestic reductions, which will largely come from international offsets in any case.

Australian carbon policy makes coal plants more profitable

Some days, I think Australia's climate policy is a joke: a sick joke to be aiming for a 5% reduction from 2000 levels by 2020 when the UK has legislated targets for a 50% reduction from 1990 levels by 2027, and a sick joke to allow a majority of that target to come from international offsets, and a sick joke to plan on doubling Australian coal exports over the next decade when we are already the largest coal exporter in the world (and our coal exports don't count towards our targets). Australians have the highest per capita carbon footprint in the OECD (even ignoring our coal exports) and yet our targets for emissions reductions are some of the weakest.

This is indeed a major Gillard failure, taking baby steps when we need to be running. It is an even bigger failure of Australian culture, since we collectively choose (and vote for) short term personal acquisitiveness (a.k.a. greed) over justice and prudence (a.k.a. doing our fair share of working for a habitable planet).

Fortunately, the good news of Jesus has a lot to say to those who steal from their neighbours and can't see very far.

Carbon offsetting: de rigueur or distraction?

A few friends have asked me for advice about voluntary carbon offsetting. Here is an edited and somewhat extended version of what I wrote to one earlier today. I freely admit that my understanding of all the finer points of this field remains somewhat shallow and so I am very open to correction, questions and further discussion (as I am on all my posts).

Voluntary carbon offsetting is the practice of paying money to organisations that seek to reduce global greenhouse gas emissions (usually at a set price per tonne of carbon dioxide equivalent) as a way of reducing our personal climate impact. Voluntary offsets are somewhat distinct from offsets in compliance carbon schemes (such as national or regional carbon markets). The latter probably require their own discussion at some stage.

Voluntary offsetting is most commonly associated with flying, since modern jet-powered aviation is, per hour, the most climate-destructive activity open to the average citizen of the wealthy world.* I plan on posting some thoughts on the impacts and ethics of flying at some point in the future, though let me say here that I don't think that flying is an unequivocal moral evil never to be permitted under any circumstances. I do think that it represents one of the more difficult questions facing contemporary cultural assumptions and habits, not least because, unlike many other activities, few easily substituted alternatives exist.** It also represents, for those who fly more than once in a blue moon, the most obvious point at which significant carbon reductions can quickly be made.
*It may be surpassed by political careers that attempt to thwart responsible climate action, certain kinds of investment banking, or owning factories that produce extreme greenhouse gases such as HFCs, but such activities are not generally available to most people. The main contender for this title, procreation, is a special case since it involves the creation of a new agent.

Some companies or events also choose to pay for carbon offsetting in order to be able to claim that their activities are "carbon neutral" or "zero carbon". Most corporate claims to phrases such as these will be based at least partially in offsetting, since most human economic activities are associated with a carbon footprint of greater or lesser size.

There is a lot of debate around carbon offsetting, some of it around the relative merits of different kinds of offsetting and some about the ethics of offsetting at all.

The tactics of offsetting: evaluating different schemes
Let us first consider the various kinds of offsetting programmes. It is worth noting at the outset that no options are perfect (indeed, some may be only slightly better than nothing, or even worse than nothing), so it remains the case that the only real way of being carbon neutral is avoiding the carbon-intensive activity in the first place. I don't have specific company recommendations (though am happy to receive recommendations in the comments), but I will offer a few thoughts. There are three basic kinds of offsetting:
Forestry schemes (i.e. tree-planting): The idea here is simple. Trees are made (mostly) of carbon that has been sucked out of the atmosphere, so as trees grow, they reduce atmospheric carbon concentrations. More trees means less atmospheric carbon. Well-managed forestry also has a host of other benefits, from supporting biodiversity and local employment to regulating and enhancing local rainfall. I would also include various soil management schemes here. In the past, some forestry schemes had very poor planning or oversight, meaning trees were planted in inappropriate conditions and without ongoing management and thus quickly died, representing a worse than useless investment. There is generally better accreditation today (or so I am told, though I'm not any kind of expert on offsetting accreditation), which is good, since any planting scheme needs to put appropriate species in suitable locations, rather than just plonking anything anywhere. Nonetheless, from a climate perspective, the benefits from tree planting are generally deferred for decades and are highly vulnerable to future changes. If the forest is cut down, or dries/dies out due to climate change, then the benefit is lost. So a tonne of carbon stored in a forest (or potentially stored in a forest in a few decades) is not the equivalent of a tonne of carbon left safely underground as unused fossil fuel, though it is still better than a tonne of carbon floating in the atmosphere and upper ocean. Technically, the carbon is not removed from the active carbon cycle, just placed in a slightly slower part of it.

Development schemes (e.g. supplying renewable energy to developing nations, or supporting energy efficiency programmes): These have many of the same benefits and drawbacks of other forms of international development. While the most popular renewable energy schemes often don't actually reduce current emissions (e.g. building a wind turbine for a settlement without electricity actually adds to short-term emissions), they do represent an investment in improving human flourishing (at least potentially, depending on many other factors) in a way that (hopefully) avoids future emissions (compared to a future in which the same development occurred with fossil fuel power). Probably the best kinds of scheme here focus on long term infrastructure investments with ongoing and self-reinforcing benefits. It is not clear to me that the developed world doesn't owe this kind of assistance to the developing world in any case, and so while voluntary support for good projects is worthwhile, I don't see that it equates in any kind of morally useful way with offsetting one's damaging activities elsewhere.

Permit retirement: These are probably less well-known than other schemes. The idea is for the offsetting organisation to use your money to purchase emission permits in open compliance markets (like the EU carbon market) and then retire them from use, preventing their use by other polluters and so shrinking the total pool of potential carbon use in that market. Though somewhat more abstract than the other options, the benefits are immediate and measurable - as long as the scheme as a whole is working effectively, which is another very complex question for another day (see here for an accessible animated critique of carbon markets).
In general, I would be very hesitant about schemes offered by airlines themselves, who have a vested interest in picking projects with very low prices in order to bolster the idea that the negative impacts of air travel are small. Many airlines have a poor or mediocre track record on selecting quality offsetting schemes. If you are paying only cents or a couple of dollars per tonne of CO2e abatement, then you may well be supporting something that isn't very effective.

The strategy of offsetting: should we be doing it at all?
Second, and more importantly, lying behind questions concerning the relative pros and cons of various offsetting tactics is a more serious strategic debate about the desirability of offsetting altogether in light of its effects on moral culture. On the one hand, offsetting encourages carbon emitters to become familiar with their footprint and take some kind of financial responsibility for it. Yet on the other hand, given that all offsetting options have drawbacks sufficient to render an offset tonne not equivalent to a tonne not emitted in the first place, then the practice of offsetting represents a potential moral hazard insofar as it hides this reality by implying a climatic and moral equivalence between them.

For me, the key question is this: does supporting a culture of offsetting distract members of wealthy nations from the more important tasks of actually reducing our personal footprint and supporting responsible climate politics internationally and in our own backyard?* While I think that offsetting can do some real good and represents a retrieval ethic (trying to salvage something good out of a harmful situation), offsets come a long way down the priority list and if they become anything other than peripheral to our climate strategy then they risk becoming another distracting tokenism from the real challenges. Offsets are not necessary a token effort if people are also facing the hard questions of reducing their personal footprint and supporting responsible politics. But much of the discourse around offsets treats them as get out of gaol free cards, justifying the activity for which the offsets were sought in the first place.
*By responsible, I mean political discourse and policies that take our scientific and ethical situation seriously. This likely means radical changes to our practices (or incremental changes that work in large increments!) in order to minimise radical changes in our climate and biosphere. I know of no major parties in the Anglosphere that hold positions I would consider responsible on this matter. I don't want radical policies; I want deeply conservative policies that aim to conserve the global climate in a recognisable form for our children and grandchildren.

Some have therefore compared offsets to medieval indulgences: a price paid for a clean conscience, which often functions to justify the acts committed in the first place. If my carbon-guilt can be washed away for a small fee later (or even preemptively), then my carbon-intensive assumptions can continue unchallenged.

In sum, I think that probably the best course of action is to reduce one's own footprint as far and fast as possible, to support responsible climate politics, to support thoughtful international development, and then to "sin" boldly (in Luther's phrase) without supporting a culture of modern day indulgences. Nonetheless, I'm not totally opposed to offsetting by those who do so in good faith, via a reputable and accredited organisation. However, this should be done simply as part of one's charitable giving to worthwhile causes rather than in any attempt to assuage guilt or achieve boastful self-righteousness through "carbon neutrality".

Warragamba is spilling: first time in 14 years

Warragamba Dam, Sydney's main water catchment and storage facility, is now at 100% capacity and started spilling about an hour or two ago. This is likely to contribute to rising floodwaters downstream along the Hawkesbury-Nepean Rivers, which are rising rapidly due to heavy rain. Something like 900 houses are on evacuation alert.

However, in the headlines about localised flooding, let us not lose the wood for the trees. While a full dam is undoubtedly excellent news for the immediate prospects of Sydney's water supply, it is worth remembering that just five years ago, the dam was below 35% and it has not been full since 1998. The situation was threatening enough in 2007 to lead the NSW State government to build a major desalination plant as a precautionary back-up.

Australia has long been known as a land "of droughts and flooding rains". The intensity of our hydrological cycle, regularly bringing both extremes, is one of the challenges faced by our ecosystems (including the human social system). Our familiarity with the dangers of this intensity can numb us to the warnings of climate scientists, that our continued pollution of the atmosphere is likely to bring even more intensity to the hydrological cycle. Simply saying that we've had floods and droughts before does not excuse us from paying attention to the increasing threat these now represent. When combined with rising human population (and rising consumption levels) in a land of fragile soils and ecosystems already significantly modified and degraded by human impact, the implications of these climate projections should not be ignored.

The last 24 months have been the wettest in Australia's recorded history, and they have followed one of our most severe droughts. As always, these have been associated with the El Niño-Southern Oscillation (ENSO) cycle, however, this natural cycle now has a strong warming trend superimposed on it, bringing more moisture into the atmosphere and redistributing it differently in space and time to familiar patterns from the past. We Australians are not immune from the changes our actions are helping to cause.

And if we are tempted to minimise our contribution to this global problem, keep in mind three factors:

(a) Australian per capita emissions are higher than all other countries except some micro-nations and petro-states with heavily subsidised oil prices. Our historical emissions put us in the top ten emitters worldwide (not per capita). These figures exclude both coal exports and our propensity to take frequent overseas flights.

(b) We are the world's largest exporter of coal and have plans to continue greatly expanding our coal production on a scale that will, by 2050, use up more than 10% of the global carbon budget required to have a decent change of keeping us below 2ºC warming. Indeed, expansion of coal exports will lead to carbon dioxide emissions 11 times greater than the projected savings of the recently passed carbon pricing legislation.

(c) As a nation with one of the highest standards of living in the world (being regularly placed in the top ten for quality of life in various surveys), we can afford serious action more easily than almost any other nation, having almost greater freedom from other pressing concerns than anywhere else.

So let us thank God for a full dam, pray for those affected by flooding and love our neighbours in how we use our precious fresh water - and in how we minimise our climate impact.

Beyond personal inconvenience: climate as a moral issue

"Much of what passes for even the most progressive discussion of climate change these days is devoted to persuading us that dealing with the problem will not be costly in terms of our current lifestyles, and so is compatible with ways of living that many take to be in their best interests. This is comforting talk, and I am hopeful that it may turn out to be substantially true. Still, it seems to me that this is the wrong discussion to be having. Our reasons for acting on climate change are not (or at least not primarily) that doing so will be good (or at least not bad) for us; they are deeper and more morally serious than that. In my view, seeing this should make it easier for us to act. To dither when one might prevent moderate harm to oneself by taking modest precautionary action is folly to be sure, but its moral import is limited. By contrast, to engage in willful self-deception and moral corruption when the lives of future generations, the world's poor, and even the basic fabric of life on the planet is at stake is a much more serious business. We should wake up to that fact, and demand more of our institutions, our leaders, and ourselves."

Much of the public discussion of climate policy (and most notably that surrounding the Australian government's proposal to put a very modest price on carbon) has focused upon the costs and benefits of action from the perspective of the commentator and those like him or her. Australia shouldn't hold back our coal-fired extractive economy (so the argument goes) when doing so will have virtually no appreciable difference in the global scheme of things, given the scale of Australia's contribution to the problem. Quite apart from the fallacies involved in thinking that Australian contributions are irrelevant (a post for another day), such thinking only considers the implications for us in Australia, during this generation, and for human society. Since the burden and threat of a more chaotic climate falls disproportionately on the poor, the young and unborn, and other species - three groups with the least political voice and almost zero responsibility for causing the issue in the first place - then our actions which contribute to that ought to be evaluated in a moral context, not merely an economic calculation of personal (or even national) costs and benefits. Doing so requires a degree of moral imagination, of seeing how our habitual actions are affecting those beyond the boundaries of our everyday vision, whose distance from us is measured in space, time or DNA.

Once such a vision has been engaged, then we immediately confronted with a question we cannot avoid. Are we really okay with asking those without a voice or responsibility to face the greatest dangers for the sake of our illusory dream of endless economic growth? Until we recognise climate change as a deeply moral issue that raises confronting questions about our identity and common humanity (and even of our membership with the broader community of life on earth), then we are merely playing a game. The game may have stakes conceived in either political or economic terms, but it is a game that comes at huge cost to others.

Wisdom in the wild, and other stories

With friends like these...

The great big tax on everything* based on absolute crap science* that has put the Greens in charge of government policy* and which will result in economic armageddon* has been given the thumbs up by the most powerful conservative leader in the world. Will David still get his Christmas card from Tony this year?
*These are all direct quotes from the opposition leader.

However, the endorsement also highlights the weakness of the plan. The UK is aiming at a 50% reduction from 1990 levels by 2025 (and has already managed a 28% reduction between 1990 and 2009, though with this important proviso). Gillard (and Abbott, officially) are aiming at 5% below 2000 levels by 2020. As I have said before, I think there are serious problems with the proposed Clean Energy Scheme. Criticising the opposition ought not be confused with uncritical endorsement of the government.

It is of course quite possible to pay too much attention to governments, and to find in their failures a salve for our own consciences or in their dramas a welcome distraction from our own inaction. But the reverse is also possible.

Collective responsibility

Is Australia but a bit player in the carbon game? Are our emissions irrelevant on the world stage? I intend to write more in the coming days about this line of thinking. So far I have identified twelve possible faults with the statistical or ethical assumptions behind it. So, for a little exercise over the weekend, I'd love to hear how readers respond to the ATI ads (see below) and this claim about Australia's role in particular.

I am mainly interested in the first half of the claim (with its implication that Australian emissions are too small to be worth causing any economic pain). The second half of the quote ("the world's biggest carbon tax") is refuted here without even mentioning the fact that Sweden has had a carbon price since 1991 that is now around 150 AUD per tonne (the price in the proposed Clean Energy Plan starts at 23 AUD per tonne).

On track for 4ºC

At Copenhagen in 2009 and then once more in Cancún in 2010, the nations of the world agreed on the goal of limiting global warming (the most talked about part of climate change and a rough indication of the overall severity of change) to a rise in average surface temperature of no more than 2ºC above pre-industrial levels. We are already almost 0.8ºC up, with something like another 0.5ºC already committed due to the time lag between emissions and their effects. To have a 75% chance of keeping overall warming under 2ºC by 2100 would require us to emit no more than a trillion tonnes of carbon dioxide between 2000 and 2050. How much is a trillion tonnues? Well, simplifying matters somewhat, and given that we've already used a fair chunk of that, the bottom line is that it woud require us to leave more than half of the economically recoverable fossil fuels (oil, coal, gas) in the ground. That is: no more searching for new fields; no further exploitation of the non-conventional sources (shale gas, tar sands, methane hydrates); no inclusion of fields currently too expensive to exploit. And we leave more than half of what is already known and can already be removed profitably in the ground.
Those interested in the fine print of the numbers used in these calculations can consult this quite technical study.

Two degrees would still bring all kinds of very undesirable consequences. It would be likely to mean virtually no summer sea ice in the Arctic, the loss of most coral reefs around the world, potentially dramatic declines in total ocean productivity (at least as far as fish are concerned; jellyfish may do quite well), the eventual extinction of hundreds of thousands or even millions of species, significant suppression of total global crop yields (when total food demands are likely to double by 2050), sea level rises of 50-100 cm by 2100 and of many metres over the coming centuries, changes in precipitation patterns leading to both worse droughts and floods, a more fragile Amazon and already the possibility of passing thresholds that could precipitate sudden and irreversible changes. Two degrees is no walk in the park.

While the world agreed that 2ºC ought to be treated as an upper limit (except low-lying island nations, for whom 2ºC would already likely be a death-sentence), the pledges made as a result of these negotiations put us on track for a world that is more likely to be around 4ºC warmer by 2100, and more than 6ºC warmer during the following century. Note that these pledges are in some cases aspirational and lack any legislative framework to accompany them. In Australia's case, our pledge (lying quite firmly at the less ambitious end of the scale) is dependent upon the implementation and success of the Gillard government's proposed scheme to put a price on carbon. So even were we (and all other nations) to implement successfully our plans, we are still far more likely to be at 4ºC by 2100 than anywhere near 2ºC.

If a 2ºC world sees us suffering from a wide range of very difficult and worsening challenges that will stretch our ability to cope, a 4ºC world would be unrecognisable. A conference this week looking at the likely impacts on Australia of a four degrees rise suggested that Australia, the world's sixth largest food exporter, may no longer be able to feed itself. The difficulty of understanding just how different such a world would be is illustrated by the following quote from Professor Hans Joachim Schellnhuber, Chair of the German Scientific Advisory Council, advisor to the German Chancellor Angela Merkel and Director of the Potsdam Institute for Climate Impact Research (PIK). In March 2009, Schellnhuber said that on a four degree world the planet’s “carrying capacity estimates [are] below one billion people.”*

Just let that sink in.

Or find ways to avoid thinking about it.
*Carrying capacity is a complex and contested notion and obviously depends on a range of assumptions about average standard of living. The point is not to suggest that one billion is a fixed limit, but simply to highlight how severely compromised the systems on which we rely for a world of seven billion people may be in a four degrees warmer world.

Incompatible with an organised global community. Parse that how you will, it ain't pretty.

Rupert's pollution: What does UK phone hacking have to do with Australia's carbon debate?

Two apparently very different stories have been dominating the news in the land of my birth and where I currently live.

In the UK, the News of the World phone hacking saga continues to snowball, with more revelations promised. There are now over 4,000 targets identified (including royalty, celebrities, politicians (even Prime Minister Brown), police, as well as bereaved relatives of soldiers, homocides and terrorism victim), but the story has grown much larger as it becomes clear that the real issue is the cover up. The phone hacking itself was illegal and shockingly callous, representing an abuse of society's willingness to grant journalistic freedom in the pursuit of truth (compare the Wikileaks saga, where the revelations are of much greater social significance and the methods used by the media apparently legal). But knowing that the practice was indefensible, it is becoming clear that News of the World apparently went to great lengths to prevent the full extent of the abuse from becoming public: making payments to police, seeking to pay for silence from early victims in a way that would remove evidence from police investigations, obstructing those investigations by foot dragging, destroying evidence, making misleading statements under oath and contributing substantially to a culture of fearful self-protection amongst politicians who might speak out about the problem. It is not yet clear how far up the chain of authority blame lies, but it seems fair to say that if some of the people currently denying knowledge of what was going on are speaking the truth, then they have become immensely successful while simultaneously being willfully neglectful and culpably negligent. The relative portions of blame to be assigned to journalists, editors, owners, police, politicians and the reading public are still unclear, but the problems are systemic.

It is, however, hard to deny that a hefty portion of the culture in which such abuses can occur can be traced to a situation in which a single man owns such a large chunk of the media that he can threaten political careers and so create the complicit silence in which police corruption can flourish and his underlings feel untouchable. Numerous politicians, including Cameron himself, have been emboldened by the events of the last week to admit their fear of Murdoch had lead them to silence or a soft tread.

So my hunch is that such systemic wickedness arises not so much due to the press being under-regulated, as from its being too concentrated. The crimes and wrongdoings that occurred at News of the World (and likely at other major papers) occurred not simply through lack of oversight, but because editors felt that they were in certain senses above the law, that public figures who openly questioned their modus operandi could be crushed in the court of public opinion through the very media they would be trying to shine a light upon.

Removing that dangerous sense of invincibility includes diluting the power of any one individual through diversifying media ownership. And this, of course, is where the BSkyB deal is intimately related to the whole scandal. Not only ought it be thrown out in light of the revelations of widespread illegality and contempt of the rule of law operating within News Corp, but the appropriate response ought to include the break-up of Murdoch's existing empire into smaller pieces to prevent the kinds of concentration of power that help to generate such pervasive corruption.
And to make Murdoch and News Corp pay their taxes. They are amongst the worst offenders for tax dodging. Murdoch has personally dodged hundreds of millions of pounds of taxes, possibly billions. Of course, this doesn't stop his papers offering lectures on the need for austerity measures to balance the budget.

What does this have to do with the carbon debate in Australia? While phone hacking is getting some coverage, the antipodean front pages are filled with claim and counterclaim about atmospheric chemistry and tax reform. The link is Rupert.

Murdoch's media empire spans four continents and is, by some margin, the largest news media conglomerate in the world. And from Fox News to the Australian, from The Wall Street Journal to The Daily Telegraph (the Sydney tabloid, not the UK broadsheet), Murdoch publishes a huge share of the denial, false balance and misinformation about climate change to be found in the mainstream media (as documented here, here, here and many other places). This is not to say that he only publishes denial, but many of his organisations are the worst offenders at giving equal weight to the claims of highly reputable scientific institutions and ideological think-tanks with significant funding from major fossil fuel companies. It is clear that this is often deliberate policy in order to sow confusion and thus delay and dilute effective collective action.
Murdoch is not, of course, the only wealthy individual deliberately throwing (bull)dust into the air.

This is part of the insidious effect of hyper-capitalism upon democracy. Rather than generating competition and diversity, the concentration of extreme financial wealth in the hands of the few that defines hyper-capitalism risks enabling the further conformity of politics to the interests of the ultra-wealthy. Media plurality is a necessary condition of a free society. So is the avoidance of extreme inequality.

And a postscript: stories like this give me hope. A young TV reporter with a dream career ahead of him makes an important realisation.

The price of carbon

The minority Labor government in Australia has announced the details of a long-awaited scheme to put a price on carbon. The basic outline is quite helpfully explained in the animation above, and summarised in greater detail here.
I speak of a carbon price, because it is not a tax, but an emissions trading scheme with a fixed price for three years. This is not simply a matter of playing with words, as explained here.

The scheme is modest in ambition, with only a 5% reduction in emissions by 2020,* despite Australians having the highest per capita emissions of all advanced economies and the 10th largest aggregate emissions overall (it would be interesting to see figures on aggregate per capita emissions, but I haven't been able to find them anywhere). However, unlike Kevin Rudd's defeated ETS, this target is not locked in, but can be raised by an independent Climate Commission anytime from 2015 when the carbon price shifts from being directly set by the government to being dependent upon the auction of a set number of emissions permits. Furthermore, the target for 2050 has been raised from 60% to 80%.
*From a 2000 baseline, which Australia continues to use, despite a global agreement to use 1990 as the benchmark. Therefore, Australian targets cannot be directly compared to those of most other countries. The later baseline makes them less ambitious than a similar figure from a 1990 baseline.

The price for tradable permits will start at a set price of $23 per tonne, rising slightly until 2015, when the number of permits will be capped and the price determined by the market. Only the largest five hundred or so companies will be involved, who together emit the vast majority of Australian emissions. Agriculture and petrol are excluded from the scheme. The former because monitoring of agricultural emissions are too complex; the latter because petrol prices are too politically sensitive (despite this weakening the social, economic and ecological benefits of the scheme). Most households will receive compensation in the form of tax rebates and a raising of the minimum tax threshold will simplify matters for the tax office and for about a million Australians who will no longer need to lodge a return. Only the wealthiest households will be worse off (or rather, only the most carbon-intensive wealthy households).

Many experts see the scheme as representing a decent first step of what was politically possible with a few regrettable compromises. This piece gets into more of the details than I have time or inclination to do at the moment.

A few brief thoughts: with the vast majority of Australian households projected to be better off and the administrative burden falling on about five hundred major companies, the threat of bureaucratic and economic armageddon waved around by Tony Abbott will hopefully be quickly rejected.

Yet with all the focus (by both sides of politics) on what it will mean for the average household budget, most people don't seem to understand that the point of the system is encourage behavioural change. If you don't want to pay more for your energy bills, then switch to renewable power and implement some basic energy efficiency and conservation measures. If you don't want to pay more for your food, then switch to eating local and organic produce. If you don't want your small business to pay more for its inputs, then consider lower-carbon alternatives for your business model. Whether the price will remain too low to encourage these changes directly through the hip pocket remains to be seen. It may be that the primary benefit of the system in the short term will be to provide some needed stability to the renewables market.

From a political perspective, the claim that the Greens are not interested in environmental issues ought to be put decisively to rest, given the political costs Gillard has borne over the last few months during negotiations. What these demonstrate is that without the Greens pushing her, she would not be here of her own free will. This was the price the Greens and independents demanded of Gillard after the hung parliament, and it is clear that this is therefore at the heart of what the Greens hoped to achieve with their new-found political influence. Whether they were right to block Rudd's proposed scheme back in 2009 (which was superior in a couple of ways to the current proposal, though clearly inferior in many others) is a more difficult question. Hindsight offers a perspective of the enormous fallout of that earlier decision (change of leadership in both parties, an early election, a protracted chance for the opposition to pursue large swings in popular support for a carbon price), little of which was obvious at the time.

The Greens' shift from principled opposition to pragmatic support of a least worst viable option represents a difficult yet crucial debate. The proposed scheme may represent the best that was actually available, that is, politically palatable, under current conditions (and so requiring plenty of sweeteners for some of the worst polluters), yet it is important to admit and repeat that it falls far short of what is necessary to avoid some very bad outcomes. Under such circumstances, is a small step better than nothing? Does this represent the strategic establishment of a system that can be scaled up as the political will builds over time? Or can much ado about very little ultimately prove a distraction from or substitute for more radical change, locking in assumptions about the viability of the status quo without addressing the root causes of the problem in our consumerist idolatry and myopic pursuit of further economic growth?

On broken (political) promises

Much has been made in the media here and in Australia about broken election promises. Nick Clegg promised (indeed, publicly signed a pledge) to not raise tuition fees. Then voted to raise tuition fees. Julia Gillard promised there would be no carbon tax, then announced plans to introduce a system which includes an initially fixed price on carbon.

Are these simply more examples of lying politicians, out to pursue short term political advantage by whatever means? Possibly, but the outrage whipped up by certain sections of the media in each case is, in my opinion, somewhat misguided.

In both cases, we are talking about elections that failed to deliver a clear majority government, thus requiring negotiations between parties to deliver a stable result. There is nothing especially wrong with hung parliaments, minority rule or coalitions. Yet under such conditions, it entirely possible that pre-election promises will have to be broken or modified in order to reach a new agreement.

Consider the UK. We are governed by a coalition between a party who promised more nuclear power and to support the Trident nuclear programme and a second party that promised to end Trident and to build no new nuclear stations. How is it possible for such a coalition to not break promises?

I think there is actually too much emphasis on campaign promises (in the media and by politicians). Representative democratic government is not, despite all the rhetoric, about implementing the will of the majority. It is system whereby elected representatives are entrusted with the authority to make wise judgements on our behalf. A government that makes an unpopular decision is not thereby undemocratic since representative democracy is not about how decisions are made but how representatives are elected.

It is possible that many people do not like this and would prefer a direct democracy. While this has many advantages, especially in polities of a smaller scale, under our present conditions, I'm not sure I trust my fellow citizens enough (or rather the media that all too often guides us by the nose down paths of its own liking - or should I say, of Rupert's liking). In any case, it is not the system we have.

We consent to certain decision-makers, not to certain decisions. How then are we to discern who is to lead us if we are not simply looking for someone who promises to do things we like? All kinds of ways. We examine their history, their qualifications, their character, their party values, their voting record, their ability to demonstrate critical thinking in their public and personal communications, our impression of them from meeting them personally and engaging them in conversation, their ability to persuade, their ability to bring people with them, their vision for the future - and so on. While pre-election promises are clearly part of what we base our electoral judgements upon, they are a relatively small part of the package and must always be taken with a grain of salt in a world where politics is the art of the possible.

The cost of carbon

Although I'm not present, I have been keeping an eye on the Australian debate about carbon pricing. This is an interesting recent poll. The highlights include:

• 58% of Australians think the best way to reduce emissions is to tax big polluters. Only 17% think paying polluters (Tony Abbott’s plan) is better.
• 66% of Australians support a price on carbon that tax the biggest polluting industries, returning all revenue to compensate households and businesses, and provide investment in climate programs such as renewable energy. Only 23% oppose.
• 84% of Australians would like to see fossil fuel subsidies redirected to renewable energy research and development. A mere 9% think they are an worth retaining.
If you agree with the majority in each case, then please join with thousands of others on 5th June in making your voice heard during this critical period of debate.

Polluters ought to pay

If you don't have a problem with the widely-accepted economic principle that polluters ought to pay for what would otherwise be an externality and want to show your support for (far from perfect) initiatives that begin to acknowledge that Australia is, per capita, amongst the worst offenders and ought to try to at least shuffle a few steps forward, then on 5th June you can join a series of rallies across the country organised by three organisations with a combined membership of over three million in order to say that the ones who cause a problem ought to bear the cost of it, rather than those least able to afford it and least responsible for the mess in the first place. The next few weeks are a critical period during which the details of Australia's climate policy will be negotiated between the Government, the Greens and the Independents. Public support for ambitious targets and affirming the principle of making polluters pay could help to nudge things towards a better outcome.

It's probably not going to save the polar bears. It won't fix the past. It's not going to change the world (though nor will current proposals break the bank, let alone cost the earth). But it is irresponsible to keep sticking our heads in the sand.

There will be a rallies in Sydney, Melbourne, Perth, Hobart, Adelaide and Brisbane. These rallies will be family friendly and are not just for hard-core activists, but for anyone with a mother who taught you to clean up your own mess.

Why is a raven like a writing desk? Two nice analogies

I like a good analogy. When well designed, they can convey the unfamiliar through the familiar. Of course, they can also mislead if we don't pay attention to the differences as well as the similarities. Here are two I've come across recently. First, one from Australian Sustainable Energy by the Numbers, a useful report from the University of Melbourne into the possibility of getting Australia to 90% renewables (or low carbon) in a short time frame at a decent cost with (hopefully) some more realistic assumptions than this report.
"Our cruise ship is leaking badly. The captain is advised by the engineer to start the bilge pumps but the accountant says this will be too expensive and would cut into profits. The captain makes a tough decision; the passengers will have to bale. An argument breaks out between the staff and the passengers about whether to bale with spoons or glasses. The passengers argue for glasses but the staff for spoons because of the likely breakage of glasses. The hospitality manager comes up with a brilliant solution. The passengers should drink more beer and champagne and pee over the side."

"And what about this great big garbage tax? Why do I have to pay to have my garbage collected when I can dump it in the bush for nothing? My little bit doesn't make any difference to world garbage levels, and when it rolls to the bottom of the gully I can't even see it. Call me a garbage sceptic, but show me the science. If garbage is bad why do we produce so much?

GetUp Campaign Ideas

Helping to set the national agenda
GetUp members have the opportunity to help set the direction of upcoming GetUp campaigns through this page. You have ten votes to distribute and can allocate up to three of them for any one campaign idea (or suggest a new one). Ideas near the top of the list are more likely to be put into effect. So vote for things that matter and enlist the support of up to 400,000 Australian GetUp members to put or keep the issue on the national agenda.

I gave my votes to:

• Yes to Carbon Tax
• Transition Towns positive response to Climate Change and Peak Oil
• Wikileaks - urging the Australian Govt. to not bow to US pressure to criminalise the organisation.
I'm quite willing to be persuaded to reallocate them if someone wants to point out a campaign I might have missed (I didn't look at all of them closely).

One of the effects of this system is to give greater weight to issues that have been around for a while and have had a chance to gather votes. When an issue arises at short notice (such as WikiLeaks), it is at a disadvantage. I assume that this tool is not the only factor in the decisions of the GetUp campaign team.

I'm not a fan of quite a few of the suggestions. Unfortunately, it is not possible to vote down ideas that you don't like, only to reduce their chance of becoming a campaign by voting for alternatives. Of course, all GetUp campaigns are opt-in for GetUp members, so if you don't agree, don't participate (and you can also write to them to give more feedback, as I have done a number of times).

Hung parliament: not so bad?

Random thoughts on the Australian federal election result

I am not entirely disappointed with a hung parliament in Australia after Saturday's election. At the very least, it means that neither side can claim victory. They both lost. There was indeed a swing against the ALP (-5.4%) and towards the Coalition (+1.9%), but elections are not won on swings. And indeed, if they were, then the Greens received a much larger positive swing (+3.7%). One significant factor in this was likely to be disgruntled ALP supporters registering their disapproval of the Rudd/Gillard failure of nerve on climate. It may have also been punishment for Gillard's move to the the right on asylum seekers, but Rudd's popularity started its precipitous decline when he announced the shelving of his carbon trading scheme.

In the Senate, before below the line and postal votes are counted (and below the line postal votes, like mine!), it looks like both major parties faced negative swings (Coalition -1.3%; ALP -4.6%) while the Greens are highly likely to have secured balance of power (+3.9%) and the most Senate seats of a minor party in Australian history. The DLP may have followed Family First's success in 2007 by gaining a Victorian seat with only 2.23% of the primary vote.

Earlier this year in the UK election, when it became clear that the parliament was going to be hung, there was a lot of misinformation peddled by politicians, pundits and certain sections of the media about what it was going to mean. Due to a busy weekend, I haven't been following enough Australian media to know if a similar pattern has been emerging there. So to clarify some issues that were muddied here and may be there, by constitutional convention, Gillard remains caretaker PM until the result becomes clear, the incumbent PM has first right to form a coalition or minority government, and there is no necessity for either side to have a formal coalition to govern. Having more seats (yet not a majority), having more primary votes, having more two party preferred votes: none of these are really relevant in determining who forms government (except insofar as they can be spun to provide some kind of moral weight).

That a hung parliament doesn't necessarily mean instability can be seen from a wide range of nations who regularly manage to get along with one. That they have been rare in the UK and Australia has led to a little hysteria (from what I've seen, not quite as much in Oz as there was here a few months back) about the dangers of no party having a majority. However, it ought to be remembered that neither the ALP nor the Coalition (!) are really a single party (the internal divisions within the ALP are famous, and were on display in paradoxical ways with the recent leadership spill) and so Australia has never really had a majority government. We've pretty much always had to get along with a cobbled together kind of political power, and that's not all bad. Yes, this might be a little more pronounced than usual, but I think that it could turn out to be healthy if it means some negotiations and compromises, with each issue needing to be argued on its merits and weighed against other priorities. That's how the system works. As long as one side can guarantee a majority who will pledge to avoid frivolous votes of no confidence and won't block supply, then a minority government is quite feasible.

To get there, both sides are now wooing the support of the three independents (Tony Windsor, Rob Oakeshott and Bob Katter) who have pledged to work as a bloc. Although they are all former National Party members, it has quickly become obvious that they can not simply be assumed to belong naturally to the Coalition. They have affirmed their desire to (a) stay independent, avoiding a formal coalition and (b) provide enough stability for a full three year term, enabling one or other side to form a minority government with some stability. I found this quote from Oakeshott interesting. Along with a single Greens member, there is likely to be a fourth independent, Andrew Wilke, a former Greens member, who was also a whistle-blowing intelligence analyst under the Howard government.

In addition to these five, it is also important to note (and few media outlets seem to have mentioned it) that the sprawling WA electorate of O'Connor (which covers a greater area that NSW), saw not simply a surprise defeat by the outspoken and controversial Liberal veteran Wilson Tuckey, but a victory by a member of the National Party of WA, who are affiliated with the national National Party, but maintain a distinct party structure from them. In particular, they do not recognise a formal Coalition with the Liberal Party and so just as the Greens member is likely to side with Labor yet not enter a formal coalition, so Tony Crook of O'Connor is likely to side with the Coalition, but not be a formal member for the Coalition. There is no love lost in WA between the Nationals and the Coalition and Crook has indicated he is willing to negotiate with the ALP.

Speaking of the National Party (and for a moment lumping the WA Nationals in with the rest), that they can gain seven seats with 3.87% of the national vote, while the Greens gained just one lower house seat with 11.39% does make one wonder about the relative merits of arguments for proportional representation. Of course, Australia already has PR in the Senate and so the Greens' balance of power there is an indication of their current popularity. Whether it is a short term punishment of the ALP or indicative of longer term trends towards a greater consciousness of ecological issues remains to be seen.

Whatever happens, despite (or perhaps because of) a deeply disappointing and cynical campaign in which both major parties ran very negative campaigns almost entirely devoid of any global or long term vision, Australian politics just got more interesting.
