Designed for yesterday's climate, and other stories

Climate adaptation: Trillions of dollars of infrastructure is designed for yesterday's climate (and sea level, for that matter). In warmer temperatures, railways buckle, highways crack, asphalt melts, cooling ponds overheat, electrical grids overload. "In general, nobody in charge of anything made of steel and concrete can plan based on past trends".

Groundwater depletion: Almost one-quarter of the world’s population lives in regions where groundwater is being used up faster than it can be replenished".

Arctic sea ice: Sea ice decimated by huge Arctic storm. There are all kinds of things going on here and the full effects of the week-long storm in the Arctic are yet to become apparent. Why do we care about a storm in the Arctic? Haven't they happened before? Yes, but not with sea ice this thin. Arctic sea ice is considerably thinner than at any time in recorded history, being up to 70% thinner during the summer months than it was back in the 70s. Thin ice is able to be broken up and moved around by large storms more easily. Without the protective cover of ice, storms also churn up the water more, mixing the very cold, fresher surface water (colder and fresher since it is just under the ice) with the warmer, saltier water further down. Warmer, saltier water is much more effective at melting ice.

Biofuels: George Monbiot laments once more the crazy logic of biofuels, which take food out of the mouths of the poor in order to make the rich feel less guilty about a problem to which it is probably a net contributor, rather than any genuine help.

US Drought: The future of drought. "Indeed, assuming business as usual, each of the next 80 years in the American West is expected to see less rainfall than the average of the five years of the drought that hit the region from 2000 to 2004."

Extinction: North American freshwater fish are going extinct at 800 times the background rate.

Loving the Least of These: Addressing a Changing Environment

"Love does no harm to a neighbour; therefore, love is the fulfilling of the law."

Last year, the US National Association of Evangelicals published a conversation piece called Loving the Least of These: Addressing a Changing Environment. It is another attempt to articulate an evangelical approach to thinking about climate change, especially as it relates to the global poor. Loving the Least of These highlights three theological reasons to care about a changing climate: (a) Love God, Care for Creation; (b) Love God, Love Your Neighbour; (c) Love God, Witness to the World. Each standing alone would be sufficient to motivate Christian response, but together they provide compelling reasons to care deeply about the effects of a changing climate.

Interspersed with vignettes from a pastor, a scientist and a development worker, the publication speaks into a social context in the USA where many evangelicals are deeply suspicious of climate science and/or of the most commonly proposed policy responses to it (it is worth carefully distinguishing these, as they are very different issues, far too often conflated). As such, it is somewhat minimal in its goals, simply speaking to those who might accept that humans play some role in the climatic changes we have already witnessed and so bear some kind of responsibility for trying to minimise the ill-effects of these on those who bear least responsibility and yet are most vulnerable to them. Similarly, the impacts focus on the bottom end of the projected range of changes (i.e. the most optimistic scenarios combining the rosiest outlooks on both emissions reduction and climate sensitivity). Higher possibilities are acknowledged, but the effects are not mentioned. This has the result of keeping the focus on the global poor, since the report explicitly assumes that rich nations will have the means to adapt successfully to the coming changes. The problem with this approach is that it invites the response: "if we can adapt because we're rich, oughtn't the focus be on adaptation rather than mitigation, and on growing the economies of the two-thirds world so that they can afford adaptation too?" Without some sense of the impossibilities of adapting to the changes that are possible, even likely, on our present trajectory, then the immediacy of the ethical response is dulled.

Let us be clear: taking into account presently agreed and aspirational emissions targets, we are still most likely on track for a four degrees plus world within the expected lifetime of my daughter. That is, a world that is on average at least four degrees Celsius warmer than it was in pre-industrial times. Over land, that means far more than four degrees (since land warms faster than oceans). The ecological, economic, social and political changes likely to be associated with such a pace and scale of climatic alteration "would, in the long term, be likely to exceed the capacity of natural, managed and human systems to adapt" (IPCC, AR4, WG2 TS 5.2). That's putting it mildly.

Unless we acknowledge the full scale of the threats we face, we will continue to live in a fantasy - one with dire consequences for God's creation, our neighbours and the church's witness.

Dried up, drowned out


Climate change is a moral issue.

The lifestyles of (most of) the richest 10% or so of the globe comprise the vast majority of anthropogenic carbon dioxide emissions. This includes anyone with an annual income above about £10,000. These extra emissions are raising CO2 levels, thereby creating a dangerous, potentially catastrophic, legacy for countless generations to come. Carbon dioxide continues to affect climate for thousands of years. Our actions are significantly decreasing the habitability of the planet for humans and presently existing ecosystems. The ones who suffer the most are those who have done least to contribute: the poor, the young and unborn, and other species. Given that we've known about this issue for decades, there is really little excuse for continuing to pass the buck to those who come after or indulging in delay while we hope for a techno-fix to appear. The basic atmospheric chemistry was grasped in the 19th century; since the 1950s we've suspected a problem; since the 1970s we've had a pretty good idea that it was likely a problem; since the 1980s we've had solid evidence; since the 1990s, alarming evidence; and over the last decade the outlook has only grown bleaker.

We enjoy unnecessary luxuries at the cost of others' suffering, livelihoods and lives. That's a moral problem. Another way is possible. Let us embrace it with joy.

Failure to address climate change will lead to big government

Here is an interesting article in today's Washington Post making the important argument that avoiding serious action on climate change due to fear of large government is precisely backwards. Some people committed on principle to small government (which is not a bad principle) see the regulations associated with most climate policies that take the science seriously as their worst nightmare. Yet the truth is that failure to minimise ongoing and accelerating climate disruption is much more likely to lead to governments being increasingly called upon to respond to crop failures and costly "natural" disasters (perhaps we'd better just called them extreme weather events, since it is becoming increasingly inaccurate to consider such disasters natural). Climate instability is highly likely to lead to social instability, which will either result in big government, or societal collapse.

Is climate change good for us? Deutsche Bank: Nein!

A new report from Deutsche Bank (PDF) says that “Human-made climate change is already happening and is a serious long term threat.” The report runs through many of the typical sceptic talking points - it's not happening, it's not us, it's not bad - and debunks them in turn (in the style of John Cook's excellent Skeptical Science site). One of the most interesting answers concerns the common claim that since humanity has survived many climate changes in the past, there is nothing to worry about:
"Although adaptation is possible, historical shifts in climate have never occurred under conditions of such high human population numbers. Natural resources and ecosystems are already taxed and further climate perturbation is likely to be disruptive. Climate shifts in the past have frequently been accompanied by collapse of governments or extensive mortality. Increasing population pressure exacerbates the likelihood of pandemics and the destabilization of food-insecure regions can lead to failed states and threats to global security. Humans have survived numerous past changes in climate, but survival of the species is a poor measure of the true consequences and costs associated with adaptation to climate change."
The threat of complete human extinction gets too much attention in some circles. There is plenty for us to be concerned about before we reach that stage - indeed, there are 6.8 billion reasons for concern prior to getting that far.

And it is worth repeating the point that humanity has never faced a situation quite like this before; the threats are on an unprecedented scale. We have never had anywhere near this many people, with anywhere near this amount of infrastructure investments to protect, with anywhere near this level of consumption, with anywhere near this level of firepower to hurt ourselves if things turn pear-shaped geopolitically. Climate change is far from the only issue we face, but it is a threat multiplier in a world already under incredible and growing stresses. We are living in a historically novel period for all kinds of reasons and the stakes are higher than they have ever been.

Mitigation vs adaptation: a question of prudence

For some time there has been a debate concerning the best response to the climate disruption human actions are currently causing. Should we try to minimise or even prevent the disruption (known as mitigation) or should we simple prepare for the changes and make adjustments as they arise (adaptation)? In other words, are we aiming for prevention or cure?

A good answer was given in a recent interview by John Holdren, science advisor to US President Obama:
“Mitigation alone won’t work because the climate is already changing. We’re already experiencing impacts from that. Nothing we can do in the mitigation domain can stop it overnight. And so a mitigation-only strategy would be insanity.

"Adaptation alone won’t work. Adaptation alone won’t work because adaptation gets more difficult, more expensive, and less effective the larger are the changes in climate to which we are trying to adapt. If you live on an island that is one meter above sea level and the sea level goes up two meters, adaptation is no longer the question. You are dealing with evacuation.

"Clearly what we need is enough mitigation to limit changes in climate to a level with which adaptation can largely cope.”
The question is whether we have the political and social will to do enough of the former in sufficient time to make the latter actually achievable.

Crucial in this is the role of the somewhat overlooked virtue of prudence, wise consideration of the future. Whether our political and economic systems are designed to encourage this virtue in our leaders remains to be seen.

I made the mess; I'll clean it up?

The myth of reversibility

I made the mess, I'll clean it up.
I opened the door, I'll shut it.
I tangled the fairy lights, I'll unknot them.
I pulled apart the radio, I'll reassemble it.

I scrambled the eggs, I'll unscramble them.
I ate the omelette, I'll regurgitate it.
I burned the masterpiece, I'll repaint it.
I chopped off my leg with a chainsaw, I'll sew it back on.

We depleted the aquifer, we'll recharge it.
We burned the oil, we'll regenerate it.
We destabilised the climate, we'll restore it.
We pushed the species into extinction, we'll resurrect it.
Not all actions are equally reversible. Some, like opening and closing a door, can be easily "undone" with similar effort to the original deed. But many actions lead to a significantly lower level of order (i.e. a gain in entropy), and consequently are significantly more difficult to reverse. While microsurgery may indeed be able to reattach an amputated body part, this is far more difficult than causing the initial injury, and there will still be scars.

Yet the idea that "because human actions have caused our various ecological crises therefore human actions must also be able to be solve them" is a common theme in popular environmental discourse. Even some scholars repeat this unfortunate meme.

Despite this frequently expressed hope, some deeds have effects which are very difficult, if not impossible, to undo. The inequality of ease between actions that increase order and those that decrease order is one implication of the second law of thermodynamics.

Prevention is cheaper than cure
In other words, prevention is better than cure. At least, it requires less effort in most instances. In fact, an EU report on the costs of biodiversity loss due out later this year is expected to put the costs of prevention at somewhere between one tenth and one hundredth the costs of remedy.

We underestimate our ability to cause damage (a topic for a future post) and overestimate our ability to fix it. This is not a recipe for inaction, paralysed for fear of doing harm, but a reason for taking greater care in what we do. Humanity has a marvellous ability to adapt to new and challenging circumstances, but we are also right to cherish prudence.

The economics of climate change mitigation 101

Debates about climate have become commonplace in the mainstream media over the last five years. Whether intentionally or not, much of the ink spilt has been quite misleading (particularly in reporting the degree of disagreement amongst climate scientists over the basic claims that global climate is shifting dangerously largely due to human activity). Nonetheless, some pieces stand out as worth reading.

One of them is by Paul Krugman, Nobel Prize winning economist, and he has written a very readable article in the NYT discussing the economics of action (and inaction) on climate change. Although it has a few relatively minor mistakes on the climate science, it serves as a good introduction to some of the economic issues associated with an increasingly chaotic global climate. "The truth is that there is no credible research suggesting that taking strong action on climate change is beyond the economy’s capacity. Even if you do not fully trust the models — and you shouldn’t — history and logic both suggest that the models are overestimating, not underestimating, the costs of climate action. We can afford to do something about climate change."
His conclusion?
"[...] it’s the nonnegligible probability of utter disaster that should dominate our policy analysis. And that argues for aggressive moves to curb emissions, soon."
The likelihood of such aggressive moves has been fairly low for some time. The chance of even timid moves in both the US and Australia have taken significant hits in the last week. Prime Minister Rudd has pushed back the possible implementation of an ETS until 2013; in the US, Republican Senator Graham has walked out of bipartisan negotiations days before a new energy and climate bill was due to be launched in the Senate due to reports that Democrats might try to debate immigration before the new bill.

When Krugman speaks of a "nonnegligible probability of utter disaster", what does he mean? He's talking about the (increasingly less) distant possibility that global average temperatures rise by 5ºC (9ºF) or more before 2100, disrupting the climate patterns humanity has known since the rise of agriculture. To give a small sense of the scale of this disruption, the difference in average temperatures between the last ice age and the present era of human civilisation is about 5ºC. Attempting to adapt to a climate shift of that magnitude and speed would be like trying to adapt to a train wreck as it unfolds.

Jesus and climate change VIII

But what’s the problem?
Now, I’ve been speaking of how good God’s world is, but that’s only part of the picture. Things have also gone dreadfully, tragically wrong, as we can see with climate change, if we hadn’t already noticed it elsewhere. Instead of humanity caring for God’s world, receiving his gifts with thanks and sharing them with others, all too often our experience is of a me-first world, both in our attitudes and in how we have set up our societies. Many of us presume that we deserve our standard of living, or vote for politicians who will maintain and increase our affluence before all other considerations. We are often greedy and envious, wanting to hoard and consume more things than our neighbour. Or we might be apathetic about the suffering of others. Or just unthinkingly wasteful. And so often we are simply thankless.

Jesus said that our life is more than the abundance of possessions (Luke 12.15), that loving God and our neighbour are more important than financial security or chasing our dreams or the perfect romance or the pursuit of happiness (Mark 12.28-33). Yet our society often assumes that bigger is better, that everything must be sacrificed to economic growth, that the creation is merely a pile of ‘natural resources’ to be exploited for increasing our material comfort and affluence.

In fact the climate crisis that we face today is a classic symptom of what the Bible calls ‘sin’. Sin is a bigger problem than simply the actions of any one individual. It is an addiction, a deadly habit, found in each of us and woven into our social fabric. Climate change is a classic symptom because like many of the world’s problems, it is not simple. There is no single cause and no magic bullet solution. Instead, we’re faced with a complex series of related problems arising out of many causes, such as the small actions and inaction of millions, habits based on ignorance, pig-headed short-sightedness, greed or fear that refuses to see size of the problem, the desire to maximise our short-term gain without regard for the future. Or simply false beliefs: that the planet’s resources and ability to adapt is effectively infinite, that human actions don’t add to much, that the problem and its solution lie elsewhere. All these contribute to a mega-problem.

Richard Chartres, Bishop of London, has said ‘Sin is not just a restricted list of moral mistakes. It is living a life turned in on itself where people ignore the consequences of their actions.’ Abuse of the natural environment is a consequence and symptom of human sinfulness. It is a symptom of disobedience to God’s command to care for his world. This is both a personal and a collective failure. It is something to which we all contribute and yet something from which we all suffer, into which we were born and raised without being consulted. We are all both perpetrators and victims. And we are not the only victims. Creation itself is groaning in intense pain like a woman giving birth because of its bondage to decay (Romans 8.19-22).
